I assume you're referring to Scabiosa? Do you know what kind it is? Seems a bit late to be starting annual ones, but there are perennial varieties.
I believe you're just supposed to press the seeds into the soil, not cover them. They require light to germinate. Usually, they figure out which way is up! I think some seeds are smarter than we are!
