I have in the past ten years, had on several occasions, seed packets that were near total non-germination.
I will not list the types as over time I do not cling to such bad things and I am not going to give a by guess and by gosh reply on that , BUT.

Places with small seed packs often have the worst germination, but again: I have had large seed packs from top line seed houses that were a total failure.
Now these were all corn seeds, and some bad years were winged vermin, but some there were no winged vermin and nothing came up.

Now I have gone to bakeries and had crap bread so bak.... I tip my hat to you.
