Thanks for those pictures. Although I am not a gambling man, I would take out the shoots. Looks like there are several below the graft line.
Just follow the shoot down to the main stock and with a good quality tree saw, make the cuts. Let the saw do all the work, don't apply a lot of downward pressure. That way you will get a very clean cut. Leave about 1/4" of room from the main stock ( trunk), the tree will heal on its own. I never apply any type of sealer to Japanese maples. There are many products available for that but we have always found the tree seems to heal better when the cut is left to air out and let mother nature do her job. The japanese maple stock is very dense so that makes it ideal to heal on its own naturally ( imo )
