Try propagating again. I THINK (but i could be wrong) that you have to take all the leaves off except for a few and stick the branch down deep into the soil. Google propagating hybrid teas. I watched a video about propagating roses a long time ago and this is how a guy did it. He removed most of the leaves so energy wasn't wasted on them.
