Even with a healthy rose, in your conditions, I would pot the rose up for the first year and allow it to grow a healthy root mass.
I thinks this is especially important when you are gardening in less than ideal conditions for roses. That root mass is the foundation you are building for a healthy rose.

@hampartsum , post in this thread on page one, he writes about the importance of allowing the rose to grow a healthy root mass before planting in the ground.
He is also correct that you will not often see this advice write in much of rose literature. The reason for that is most rose literature focuses on growing roses in more ideal conditions than ours.
I don't think you should plant it out until you have a sense that it is a healthy plant
'Golden Masterpiece' is a strong rose and has stood the test of time.
