Welcome @waxplant - nice to see new folks posting here. Yes, there's a bewildering amount of info on orchids in general, and Phals in particular here. Remember you have to adapt the advice to fit what your growing conditions are. We'd help you more if you could post a picture of your plants.

For Phals a short period of chilly weather will sometimes boost them into putting up new spikes. Your weather right now should be great for putting them outside during the day to get cooled off. (I'm originally from Vancouver, BC so familiar with your area) Just don't leave them out at night until the nights are above 50 dependably.

I'm in Florida now, but we do reliably get little spurts of "winter" weather down here in November/December that puts mine into blooming mode.
