Natalie, you can freeze tomatoes whole directly from the garden. Entire whole unpeeled tomatoes. Then later one can take them out and cook them in any way that you would have started with fresh tomatoes. So that means you could definately just freeze your fresh salsa directly after making, no problems. No cooking necessary.

Stewed tomatoes are the same when thawed as they started out with before they went into the freezer. I don't can and never have but often freeze things. I used to freeze my own grown string beans all the time. Wash, cut, blanch, then dump in ice bath and then freeze in portion sizes. I froze sauce too. Ate them all up durning the winter months.
