I don't know! I've had a few tubers/clumps with gall but don't remember having any that produced stalks like yours. Mine were mostly round "warts". In any case, I'd isolate that one whether in the pot or planted in the garden. Is that a clump or just a single tuber? It definitely wants to grow!

Got my package from Soaring Hearts today and after seeing the condition of the box, I made a few photos in case there was any damage. I held my breath when I opened it. Fortunately, there was no damage. The tubers looked fine, all with eyes/sprouts and the truffles gave me a soaring heart!

My Honken order should be here any day and a message from Meadowpoint this morning said my order has shipped. I'll start unwrapping more of my stored tubers tomorrow. More eyes popping out every day.
