I might suspect the material the weigela were potted in. If it was mostly peat moss then it is almost impossible to re-wet dry peat moss. If it continues to decline I would be tempted to dig it up, tease out most of the potting mix, perhaps soak the root ball in water with some transplant product, then replant.
