Has it ever flowered for you before. It not does not really look like Asters Yellow to me. Could be a wrong ID. Does it have any yellowed leaves ? Stunted growth. Right now the flowers look green but not really deformed. Even with damaged blooms I find most times it is mite damage. If the plant overall looks healthy I would give it some time.
