I am not sure this is very important to follow, but I've known, with succulent cuttings, you should leave the cuts dry and heal (like what happens when we cut our finger,...)
It's called "callous" (is it? )
Then they can be potted and they will root.
I often left cuttings on a dry newspaper or paper towel even for a few days.
