I wintersow a few tomatoes every year, but that's the only veggie I do. One thing to remember with wintersowing veggies, many are very dependent on temperature for germination. Tomatoes seem to sprout well in their jugs or cups with a not-too-hot temp. Peppers need a lot more warmth, I think. My guess is peppers would do much better, and sprout earlier, in warmer climates.

Spring time here in my zone 6 tends to be rather cool, cloudy, and rainy. That's not the most conducive to sprouting.
