~ Editing my original post to say that the plant in question has been identified as Shore Juniper (Juniperus rigida subsp. conferta)

This is a very low-growing ground cover in a flower bed in my yard and I can't for the life of me figure out which one it is. I keep leaning towards Juniperus conferta but I'm just not sure. I've looked at so many photo's on-line and I am just Not good at comparing photo's.
