We had one summer where it seemed anyone who didn't want their cats anymore dumped them off in our neighborhood. The police used to sit in front of our house to catch speeders, and whenever I'd catch a cat (by hand - no trap), I'd take it out to the police car and put it in their back seat. (Yes, the police were in the car and knew!) and they'd take them to the animal shelter. I think they got tired of it because they quit parking in front of our house!
