Tarev, Are you treating the Tulips as annuals, or you going to try to keep them ? I think you get more chill in the winter, but you also get more rain. I have grown Tulips and Crocus here, but they won't tolorate out mild, wet (sometimes) winters, and even as annuals, they are often short and stunted.
