I guys. I have found these to products to be affective.
The infuse is for the rust. I started using this last year and I have noticed a big difference this year. Much better. You need to cut all the infected leaves off, then spray with the infuse. I even go as far as removing a bit of the top layer of soil and add new compost.
The other is for the weevils. However most of my heuchera are in pots. Seems to work good. We will see as spring moves forward what happens. If you notice one is wilting its probably weevils. If they are that far, the only thing you can do is what I posted above.
