No - I never do any pruning of the buds, but I only have 5 different kinds of tree peony so my experience is limited
. Very rarely, to provide support for older branches that branch off and have buds on each end of those branches, it can get too heavy and bend. I prop them up with one of those stakes with a U shape at the end. . I do prune the whole branches periodically to shape the plant.
