That's blackspot. Don't pull the rose out.. it's a SUPER common fungal disease that is VERY easily treated. Just buy some kind of spray for blackspot (this is the stuff I use for my roses when I have problems https://www.amazon.com/dp/B000GXSHEC/). Just follow the instructions & your roses will thank you for it!!
