It appears to be one of the furry type lilies but it looks like there is something else going on bottom center where there is something shiny white and a hole in the bud next to it. I don't know what it is but maybe you should remove and destroy it, including the damaged bud. It looks like something burrowed in with plans to replicate itself.

Do you know the name of your lily? Usually the fur occurs right where the leaves meet the stem and then on the buds, sometimes stretching across the buds like on those hairy sempervivums (arachnoids).
