In our zone if the prolif starts early enough it will bloom on the scape before we cut it. But usually they bloom the following season. Most of the prolifs are the size of a mature plant before we cut the scape but even the smaller ones will bloom the following season. Keep in mind our growing season is pretty much year round; we don't get too long of cold spells.
