I think it will look nice to make it as a flower bed, but what is the purpose of the berm itself. If it is just there to separate two spaces, it maybe worthwhile to do so, but if it is to reduce waterflow from other areas, be careful, as it may compromise the integrity of the berm in case there is flooding whenever.
