Usually the only seeds I count are tomato seeds. I bought some tiny stainless steel measuring spoons for splitting up most seeds. I have 1/64 tsp, 1/32 tsp, 1/16, 1/8 and 1/4 tsp.

I can get amounts in-between spoon sizes by using "heaping", "level" or "scant" spoonfuls. Tapping the spoon sideways gives fine control over how full it is.

If I want to make every packet uniform in a batch of dozens, I can scoop out a few dozen doses into 2"x3" Ziplocs very fast. Then I weigh them and set the lightest ones to the right and the heaviest ones to the left. Then I can either dump and re-scoop the ones that are off, or more often use a 1/64th tsp to move small amounts from the heaviest ones to the lightest6 ones until they are close enough to the middle weight.
