Hugelkultur is very popular in some of the western states like Montana. Up there, I know that the custom is to make the beds dramatically huge, like 6 feet tall. The sheer size of the beds means that the interior of them stay moist even when there is a prolonged drought.
I think also by orienting them so that the faces don't get punished by the sun, coupled with appropriate mulching, would do wonders.
