Here's a photo showing the damage these monsters do. They bore holes into the buds. Some of the buds die, but even the ones that don't die subsequently open into blooms with lots of holes in them. This is Yellow Condesa de Sastago, an incredibly beautiful rose when it doesn't look like lace.

The weevils lay eggs in the holes they bore. When the buds die, they fall to the ground and the eggs are deposited in the soil, ready to produce new weevils the next spring.
