It looks like a M. stellata hybrid, there is Magnolia x loebneri ‘Merrill’ ..

A hybrid deciduous Magnolia that was bred from M. kobus and Magnolia stellata. It features an abundance of fragrant white (often tinted pink) flowers in mid spring that are composed of 15 petals. ‘Merrill’ is an RHS Award of Garden Merit winner and bears 5″ long mid green leaves. Good cold tolerance. Grows 25′ high and wide. Hardy to zone 5.

Photos show some flowers with 7 or 8 petals along with more double ones ..
