I actually have more reblooms this year - with this cool wet summer, than in years past. Which kinda surprised me, because last year when it was exactly opposite - hot and dry and a very long growing season, I only had a few. Previous to that, none.
I take what I can get, if they rebloom - fantastic, if they don't - that's OK too.
