I have never seen one of these cloners and most of what I know about them I have learned here, so this is just speculation on my part. But I think that the spray from the water hitting the roots and the air circulation created by the spray, would tend to strengthen the roots in much the same way as an oscillating fan would help the stem of seedlings.
