Stating the label directions is a help. It is a simple 1 tsp./gal. dilution. It still does not matter how much you "water" the soil with this dilution. The directions just say to wet the soil thoroughly with the solution. If you have a lot of potted plants, and have a large enough container, say a five gallon one, you would add 5 tsp. to that 5 gal. container and apply whatever amount you wanted to each pot.
