I I'm not positive about this, but normally, you can register the resulting daylily yourself. It seems like there is a rule that the person's garden where the plant blooms for the first time is the one that has the right to register is. Something like that anyway. Hopefully someone with some brains will come along and explain that a little better!

I'm no expert but yes that is correct. The person who owns the plant when it first blooms is considered the originator even if that person did not actually hybridize the plant. Also, if a person sells/gives you ALL of a seedling and says it is yours and you can do whatever you want with it then they are giving you permission to do exactly that; you can register it in your name and not have to put the other persons name on the form or get their permission. Now some will want you to get their permission and they will sign the registration form and then when it is registered it would have 2 names such as Smith-Harry P.
