I think mostly it's a problem of giving the seed a cold period, which the larger seed houses do before they package. In the US, anyway. We have lost the knowledge of how to treat seeds in the US because of this - open package stick in ground, grow. Anyway, this is probably why winter sowing has become so popular - everything old is new again.
