When you open a web page your browser has to download all the elements of that page, which takes time. To help speed up your browsing it will save a lot of those elements in it's "cache" and uses those so that it doesn't have to download them again, which speeds up your browsing. Shift refresh empties that old cache so the page has to download all the newer elements.
