euphorbia mammillaris variegata!
The variegated Indian corn cob!

The "spines" are actually dead dry bloom stalks, many euphorbs do this.

The are highly susceptible to "the Black Death" here...mine always die, along with a few other types if euphorbia...most do just fine here tho...
