Lemon grass is just that, a grass. And no, in your area it won't be hardy. Yes, it does smell like lemon, it's wonderful! Course now, I love the smell of lemon! The lower shoots are usually used in Thai cooking but I've used the upper grass parts for tea as well as for braiding and making wands out of.

Lemon Balm is a low-growing plant, possibly perennial in your zone and smells even more lemony than lemon grass does. I used to sell quite a few plants of it. Perfect for teas and cooking.

Lemon mint? I don't think I've ever grown it so can't really speak about it from experience.
