Dahlia 'Peaches and Cream'
I saw it said "start indoors" but that's referring to propagation of seeds, not a reference to it as a houseplant. Most/many dahlia lovers do remove them from storage and allow them to begin to grow inside the home. Even bagged store bought tubers can be put in a sunny window. Open the bag but do not water until you spot growth. Even then you just give them a sip - don't drown them in water or they will rot.
