Krylon makes a spray paint specifically for plastics, I used it on some of my plastic pots the looked great when I was done and have held up very well. Not sure about using it for the inside of a pond but it would be worth trying. There might be an 800 number on the cans where you can call and ask questions. I like the idea of the baby tub it would make a nice small pond.
