Yes, I looked at that and I don't doubt it is correct here is the reply I got form the county agent.
I believe this is mugwort (Artemisia vulgaris L.). It can be controlled with a herbicide for broad leaf weeds. For pre-emergent control he should spray in the spring (now) and late fall (Sept-October).
