Welcome! from me too Jim; that is one beautiful Queen-of-Sheba Vine (Podranea brycei) Thumbs up I can only imagine how amazing it looks when full of flowers!

I agree with Chelle, the all purpose plant food is probably providing high nitrogen which will help with lush growth but doesn't much help with producing blooms. I'd try a low dose of bloom booster fertilizer (one with a high middle number) to give it a push to produce those lovely flowers. I have the Pink Trumpet Vine (Podranea ricasoliana) growing in a container and will begin feeding it with bloom booster in the next week or so.
