I'd suggest that this plant is
Myosotis asiatica, rather than
Myosotis stricta.
Myosotis stricta is a squinny little thing, not showy and prominently-visible in flower like
Myosotis asiatica.

Both occur in Wyoming (
Myosotis stricta as an introduced weed), but where you were,
Myosotis asiatica should have been a commonly seen plant, and this photo appears to be it. (
Myosotis asiatica is a very common species in the mountains here and people who hike/"botanize" in these parts, as I do, would see a lot of it.)
