Yes, it's a wild grape vine. We have them all over here. They are tenacious and will come back from the roots even if sprayed. If you can dig it out, that would be good. But that might not be allowed at the apartment. They don't always/usually produce fruit that's edible to humans. Of course, you can always keep it pruned and trained a bit. It doesn't flower. What you see is what you get.
