Kelli......................... that plant is a TREE..... it needs much more space for its roots than you are giving it. Can you not put it in the ground? Honestly, it is severely stunted. Either get a (at least) 15 gal pot or put it in the ground. In the winter, if you need to, you can pull it up and store it bare rooted. But it needs room to grow.
