Doesn't look good!
I'd guess the white ones are actually old shells from them maturing, but I really don't recognize them...
Where do you live?
What plants are they on?

Tge bottom pic shows a leaf with stippling on it, spider mites do this, so do thrips, and there's several types of both...
The spider mites here don't look like that
None of the thrips I've seen do either...

You mention spider webs, can you describe them better?

Treatment will likely depend on the type of bug they are, but insecticide soap may wipe them out without a proper ID, if you're 100% sure they are feeding on your plants, and it looks like they are, then I'd worry more about killing them than IDing them, but you may need to, to effectively kill em...
