I'm not sure about zones, as we don't have them over here. Because compared to you we are tiny. We only have hot and cold.
Now to be serious. You can grow hardy fuchsias really in most places if you obey a few simple rules They like a semi shaded area. They will take some sunny, hot conditions as long as sometime in the day they get some shade. The ideal place is a shady moist piece of ground, under some trees or tall shrubs. As usually fuchsias are not too expensive, I would advise you experiment, and if you get them through the first year, then you will have them for years to come. Good luck and enjoy.
