The university researchers found that a 1% solution of dishwashing liquid (they happened to use Ultra Dawn) dissolved in water and sprayed on daylilies "...worked to significantly suppress rust disease on daylily plants ... [and] Surprisingly, the dishwashing solution showed the fewest number of uredia [rust spores] per plant [after treatment, compared to other fugicide treatments]. They used 50mL of the dishwashing liquid/water solution on each plant.

So, if my converter information is correct, you would put 2.5 ounces of dishwashing liquid in two gallons of water.
