There are probably too many factors-the cultivar, weather it's evergreen or dormant, your weather, how much time is left before winter and rain or watering. In a short season area I would have plants too small to make it thru the winter, though I have planted seeds in August and they made it. I looked at a pile of seeds to many to plant under lights one year and planted them in November. They germinated all too thick in the Spring. Before that I held them in a refridg until Spring and planted them like peas in a row and up they came. But germination time outside can be very variable anything from a week to months. Some may need cold stratification as well-or not and germinate in the pod- I've had them get wet and be sprouting so I had to plant them right away.
