You can get both cosmos and zinnias that are short. I like the Dreamland series of cosmos.
The Buzz Buddleia are suppose to get 3-5 ft tall, but none of mine are more than 2' tall. It may be because in this zone they die back to the ground in the winter. They do need some deadheading to look good.
