The seeds or the plant?? The seeds go into the starting mix, there is a corky layer around them. some of the folks peel them off and Some just plant them. The plants can be put into the ground but since you are colder you may have to dig them up in the fall. They are rather persnickety, sometimes they come back and sometimes they don't. But they will bloom in pots too. They need a lot of water and fertilizer once they get to growing. Then they bloom after they form a Y branch. They bloom above the Y. I get so anxious for them to form that Y and bloom, but it is ver wellworth it. There are a lot of Brug growers.
