You can be fairly certain that it is a Miscanthus sinensis cultivar. Some are shy bloomers in the north. It would be pretty difficult to narrow it down to an exact cultivar, even when in bloom. Only some of them are distinct enough for "easy" identification. There are differences, of course, but they are hard to describe and observe unless you have the different cultivars growing next to each other.
