I'm running into a stone wall about obtaining seed, and I am wondering why.

The seeds of Goldenseal are hydrophylic and don't tolerate dry storage very well. That's probably why you are having a hard time finding seed. Even if you do find seed for sale, you'll want to be careful. Just because someone is selling goldenseal seed, doesn't mean they are selling viable goldenseal seed.

If you can get fresh seed, it's pretty easy to grow, Just requires some patience as germination is often scattered over a few years.
