Blooming could mean dormant. There are different versions of dormant. The 'hardest' is no leaves.

Then when they have leaves and even flowers, they are partly dormant, but no new leaves/stems They still need some food and water, and remember: Photosynthesis is when sunlight hits leaves, and leaves convert nitrogen, phosphorus, and all the other nutrients into sugars, which are the food your plant uses for life. Huh?

Growth of new leaves is the signal that the plant is not dormant.

So, just a little water, and a wee bit of food.
