Here's a link to an article on growing PCN's from seed. The Kings Iris society is inland, not on the coast so the guidelines should be applicable many places.

I know a number of different hybridizers who use nylon stockings and twist ties to soak their seed. One batch of seed and tie it off then the next batch, etc. And putting them in the toilet tank means that you change the water every time you flush and you don't waste water. Just be sure it doesn't jam the toilet works.
